At least al the migrants that comes from Africa, yes. Most migrants who tried to get to Europe stayed in Libya because it was safe and quite rich, at least much richer than they were used to so they were comfortable there. When Libya went down they moved to Europe.
But also the fall of Morsi in Egypt, morsi took thousands upon thousands of refugees, but when Sisi took over he sent them all to Europe and Libya. Lots of the refugees comes from Afghanistan and Iraq so you are also to blame for those, Britain.
