I don't think you can really call something that increases the likelihood of having children "degenerate." That would be generate.

There's a difference between having a few beers with your friends and being an alcoholic.

I'm gonna say that drinking CAN be degenerate, but that all depends on the individual.

Drinking yourself dead every week end = full on degeneracy
Drinking a beer or two with the buds = mild degeneracy
Drinking only water = "fuck you corporate kikes"

Drinking in excess is probably the second most degenerate thing a person can do. Having a few drinks without getting pissed is fine, being a teetotal is the actual most degenerate thing a person can do, to suck the life out of every social event, to be pious and preachy is far worse than rolling around covered in your own feces singing highway to hell between bouts of vomiting.
