It isn't. You can drink any alcoholic beverage in public perfectly legally. In special circumstances (large events, footbal games) alcoholic can be prohibited outright but only for a set time or councils can set up 'designated public place orders' in these you have to surrender alcohol to a PC if he asks you to, if you refuse THEN you can be fined up to £500.
