At that moment they are required procedurally to assume he is armed. They already know from the 911 call that he does have a firearm. They can't know if he's going for a gun when he pulls his pants up. Cannot. Know. He is therefore warned about that fact and told not to do it again. The consequences are also made known to him, that they will have to shoot if he does it again. The man was given his second chance and made aware of the consequences.
