Then the usual stuff, like AI research, genetic engineering, probably eugenics. Sterilizing people outright will cause turmoil, so your best bet would be to genetically engineer a sterility plague. Preferably a male sterility plague since fewer men = fewer able fighters and more women for everybody, but one that tries to maintain maybe a 1:3 gender ratio or so. It might mean less manpower but everything will be done by robots eventually anyway.
