Rebel is the term the Lincoln used to imply the confederacy was not a legitimate country despite it seceding legally. He did this so he could keep the union bases in confederate territory IE Fort Sumter even though the south warned him multiple times to stop occupying and continually invading confederate territory (by sending supplies to the troops inside the fort). This South reclaiming their own Fort is what started the entire civil war and justified in Lincoln's eyes using military action to squash a rebellion.
