The people of Country Beta have no means with which to resist this govt other than to gather in large groups and protest, perhaps throw a few rocks, maybe throw some Molotov cocktails. Meanwhile, the rogue govt can consolidate its power (in various ways) while also creating the illusion for global consumption that the protestors are in fact the rogue element that needs to be repelled for the good of the country.
Country Alpha has no laws against gun ownership. There currently exists 5 firearms for every person in that country - about 1 billion firearms. Any rogue element in the govt knows that any attempted takeover will be met with a heavily armed resistance. The takeover will require massive bloodshed and a long, protracted shooting war. Civilian injuries will be severe. The rogue govt is left with the choice of using massive firepower to stop the resistance. Civilian deaths will be enormous. And all of it will be captured on video by the billions of recording devices, and eventually those recordings will reach the Internet.
And the spectre of tremendous bloodshed and the loss of the hearts and minds around the globe is the reason why we own guns and why the U.S. govt fears/respects its citizenry.
