Its not about total strategic independence. Its about the fact that our military is underfunded. We have soldiers who are being armed with handguns on deployment that they have never handled or shot in training or even with blanks during drills. Medics for example, get to fire a handgun once every 4 years if they are lucky - yet they are handed one on deployment. We've been experiencing a huge issue with the military's financing since the early 90s under Chretien when we thought it would be a wonderful idea to lay off half the people in logistics whose job it was to purchase equipment etc. We do very few drills with live ammo anymore.
