They can't vote if they're a felon. Those charged with misdemeanors (the rest of them) can still vote.

The heart of the black community is fat black female government workers. Also not EVERYONE is in jail. There's some blue collar and service workers who have it together enough to vote, like the church crowd. Pic related is sort of what they look like.
