Before Hitler showed up in the political scene, he was different and people liked him. Jews were welcome in the party as well and racialism was not a thing. He was literally trying to make Italy great again. He needed time and resources which he didn't have in that particular time frame.
The allies left him alone and caused him to get with Hitler since he saw in him an ally in nationalism.
