Let's give an example: when Ted Cruz was being interviewed by Stephen Colbert, Colbert asked him "Are you against gay marriage, yes or no?" Not loaded. It implies nothing and simply asks his stance. He asked this multiple times even, and Cruz wouldn't answer him except with a long winded dodge about how he would leave it to "state's rights". In other words, he's clearly against it, but he wants to say it in the most PC way possible.
All politicians do this same shit, and no it isn't some valid dodge that is only used against loaded questions. It is used to answer everything.
