Nukes inoculate you as a state from military force options. So the west can't really do anymore then they currently are, as any military option risks the use of nuclear weapons. This is why countries like Libya, Syria, Iraq, and Afghanistan can be attacked, but not NK. They don't have nukes. This is also why many feel Iran should not have nukes at all costs. This would allow them a great deal of leeway in what they can do without fear of reprisal.
