Of course not. One of the pillars of the state is that it is able to remove unwanted elements from society. Without death penalty, it is nowhere near as executable as with it.
Besides, it is immoral to expect honest citizens to financially support murderers having food and shelter.

As much as I hate Islam some of their countries have a respectable justice system.
I've been to the U.E.A and I've also been to the UK. The pakis in Dubai were docile and tame, the pakis in the UK were savages. The big difference between the 2 is that in Dubai they will actually receive a punishment fitting the crime, death being one of them.
