It's normal. Just look at other rich nations liek Japan or Sweden..
If you live in a poor fucked up country you need a lot of children, because most of them die young anyway (wether from diseases or war).
Then when they manage to grow up they have to look after you when you get old, because otherwise no one looks after you and you just die by starving or some other shit.
Now peace comes, income rises, people start to enjoy art, have fun, go to parties. They don't have the need to raise a chil every year. They want to enjoy their life. They have one or maybe two children because raising children is hard work and why would you sacrifice every last bit of your spare time when you can just enjoy life?

This could be solved easily with a fast recovery by state financial incentives for ONLY european germans to have children.. and positive campaigns about this..
Meanwhile also removing welfare and every social financial program for every single migrant, they would then self deport after initial protest if they were unable to work to take care of themselves, which should be met by deaf ears..
