Even if Norway's experience is true and I don't think it is but even if it were true that experience hasn't been replicated across jurisdictions. Doesn't work in the UK, Sweden, Ireland or anywhere else where the focus is on rehabilitation. We have people with 90 convictions or more walking around still getting light sentences and getting hotel food in prison. Recidivism is 60% within 3 years.
