Previously they had simply issued M1 Garand cleaning kits with M14's. Brush is too big for M16 and they had to buy tons new cleaning kits... that they didn't do as much as they should have.
M16 was designed around modern gun powder. Army had a lot of WWII era gun powder in stockpiles, it didn't burn as clean as newer gun powders, more fouling... nice for direct inpingment gas operated rifle. All that fouling on chamber, bolt and face of bolt carrier.
They didn't prevent colt from doing anything. Colt didn't give a fuck. Army was solely responsible for their own manuals... that they didn't bother to print in sufficient numbers.
