The Bouvet Islands are probably the rarest since RIPE took that off the country-code selection menu in the LIR IP admin panel. So no more new IPs can have it. I did see countrycode BV assigned to some infrastructure IP 1 year ago. so maybe it will appear again someday but I doubt it

They let you install scripts for your browser. Scripts I use are 4chanX and the regional flags script. For Chrome, you would get Tamper Monkey, then you install the script from the Github page. Try this video

I got it during the Paris shootings I believe, so a couple of months. You can't get it legitimately since Svalbard falls under Norways IP range and basically all of Svalbard's IPs were sold to other people like HideMyAss who turned them into virtual addresses.
