In the case of Iraq, it was a failure. The stated war aim was to remove WMDs from Iraq. They never existed and thus the war aim, by definition, could never be achieved. Creating objectives *after* starting the war in order to achieve them to have *something* to point to as a victory doesn't count.
You can't move the goal posts. If you could, then no country would ever lose a war ever. By that standard, Germany won WWII because it devastated the Soviet Union and reclaimed and kept some slivers of territory lost to France during Versailles.
In the case of Afghanistan, the stated war aim was to get Bin Laden. That was the number one objective. The US failed in that, obviously. It partially succeeded in the secondary objective, that of dismantling the terrorist training camps. Installing a democracy, nation building, and all that other business were not war aims. So it was, at best, a partial victory.
