We don't "have to pay" for TV licencing, you pay a licence if you receive broadcast TV, you're allowed to own and operate TVs while not receiving broadcast TV without having to pay a licence. I've never paid for one ever.
The police can't arrest you for not paying the licence you'd go to court and they'd have to prove you decoding broadcast TV and not paying the licence. This basically never happens because it's impossible to prove.
I think that's pretty reasonable given the BBC is otherwise free, it's basically funded through TV licencing. If you dont watch the BBC you don't need a licence, pretty easy to understand.

Swedish tv is still quite good. For some reason it's available for Norwegians as well (SVT1 and SVT2) which is why all norwegians know swedish. Used to be just the two swedish channels and the norwegian state channel until about 1992 or something.
I don't watch TV anymore, but when I did it was often some really cool programming on swedish television. I once saw a fantastic but obscure movie from Turkmenistan or Kasakstan or something.
