First term he did his signature and really only major accomplishment. And I'd say he's 'succeeded' at it because the narrative with the Republican lead is to change Obamacare and fix it, not to remove it wholesale. It's here to stay, albeit it'll be changed.
First term had the disastrous choice of Libya that at first seemed like a a real success story. Waffling on the Arab Spring but one can't really blame him for waffling in hindsight. It may have been the best strategy in Egypt where we got back to where we started with a strongman military junta without having to dirty our hands in it by supporting Mubarak. Osama kill, which was amazing for our morale even if he was a decrepit old man at this point. At the very least he staved off further economic downturn but I think that's all he did - 6 years plus to 'barely' pull out of a recession is not a recovery by policy but more by the passage of time. The cheap price of oil is in SPITE of Obama, not because of Obama - he's shown constant hostility to fossil fuel.

He inflamed race relations back to something out of the 1960s, and severely crippled the ability of the US boarder patrol to actually do anything about illegal immigration.
