I'm assuming it has to do with the overhead it takes to tweeter, or at least what it took when they were just starting out. It must take 116 bits behind the scenes for all the handling of the data to keep all the tweets and stuff straight. To identify the tweet, who tweeted it, etc. 256 bits is a commonly used size for lots of things, including encryption. 140+116=256.
