People do give a fuck, but a lot of times STOPHAM finds some shortcut or bottleneck. Sometimes roads are not designed properly which leads to weird situations like "do I take this 30sec illegal shortcut or do I drive around for freaking hour due to traffic jams". I know one personally, was amused how backwards it was designed, but I cannot pinpiont it now (I just don't remember exact place). Overall, it's a complex problem becase cities clearly were not designed for that many cars in mind. Traffic jams, parking problems, etc a lot of times tempt people to break laws. Punishment is light, fines are low and we rarely get shot by police, so stakes are not high.

It's hard to explain, but I think that Polish is a harder language, with all the sh, ch, zh sounds, while Russian is lighter and has this singing intonation with a lot of ye, ya and yu. Trying to mix them just feels bad, and it's even worse with their grammar.
