I think a ~15-20% (or frankly whatever amount is needed to cover spending) flat tax across the board would do wonders for simplifying and streamlining the tax system. And the welfare system could be similarly streamlined by just bagging all existing welfare and instead providing a monthly stipend to all citizens as a very simple safety net.
