Apparently a yearly harvest from hectare of coca yields about a kilogram of pure cocaine. If someone has conditions for such a large coca grow, they can grow cannabis as well - it's much easier and will produce more worthy product overall. Synthesis is probably even more costly and again: if you had conditions for industrial scale production of cocaine, you could use them more profitably producing amphetamines, mephedrone or LSD instead.

I guess, but the precursors for all those are watched to varying degrees and in the case of LSD the synth gets way harder the more clandestine the starting material (the only semi-practical one I've seen started with bromocriptine.) Back in the heydey of the UK RC scene there were various cocaine analogues, all of which were terrible, but also cheap and structurally somewhat like cocaine. It doesn't necessarily follow that there's a practical clandestine route to cocaine, but it seems theoretically possible at least.
