Your smartphone on the other hand is a tiny electronics package and even though it will die from a much smaller spike than a grid scale transformer its wiring lengths are so short that it needs a high intensity pinpoint source to get fried.

EM stands for electro-magnetic, so yes, this includes wifi (I see it from a standpoint from a physicist). Your energy output of your smartphone is just insignificant to be used as a weapon, thats all.

Well duh obviously. But you actually think an EMP can only be a "huge scale" attack triggered by nuclear bombs in the ionosphere or solar storms? You can create high energy pin point devices to create EMP´s in areas of square centimeters (and even smaller) build precisely to destroy small gadgets. Just the localized power output is relevant. You can attack large powergrids and small devices, it just depends on what kind of weapon you build.

A smaller mesh/device also means smaller faraday cage. At some energy output of the EMP device, the cage will fail. And it will fail faster the smaller the cage is (i.e. mesh size/thickness etc).
So you can easily create hand held EMP devices with high and pin pointed energy outputs, the EM equivalent of a pulsed laser.
