Manufacturers keep detailed records as to where these cards are shipped and to what stores. These same stores all have cameras. So you see, there is clearly a paper trail left behind for an investigation if an investigation is necessary. I'm not even mentioning cellphone towers being pinged to give away Geo location of the burner phones because these phones operate on major carrier networks that will easily comply with judges request.
Burner phones are not safe havens for criminals. Voip phones online with an obfuscated IP address would be more of a threat. Or even any instant messaging app on your device would work seeing as logs are not kept although I would guess metadata per account is stored.
