It should be called Scandinavia, because it's already used to refer to the region in colloquial speech, and naming it after a cardinal direction would just be silly.
It should be a federation where the countries retain their respective heads of state. It should start very decentralized, to make the change easier and reduce resistance, and gradually move towards centralization.
Capital should ideally be newly built on the border between Sweden and Norway on the coast facing Denmark. It makes strategic sense to put it there, and by making a new capital we avoid the whole "who gets the capital" debate, which would only serve to infect all discussion and put people off the union. Another option might be for each state to host parliament in turn.
I don't think concerns about skewed representations are entirely valid. The remaining countries have a greater combined population than Sweden, and I think it very likely that instead of Sweden poisoning the politics of the other countries, the other countries would force an acceleration of the ongoing, but slow, normalization of Swedish politics. And it's not as if 100% of swedes would put their votes towards leftist rule. At least 20%, possibly 30%, would vote for the Sweden Democrats, for example, which would work together with - or form a union party together with - other anti-immigration parties in the union. The rest of the Swedish parties would have to work to align themselves with the representation of other states in order to have a chance to rule as well.
In this way, the mass repatriation of migrants that the entire region desperately needs might be achieved.
