If it's just one guy, yeah, you pretty much empty the mag, or train to empty half of it. The problem is if you fire like 10 rounds in less than 3 seconds, you're not going to hit anything. Ideally, you train to optimize the maximum rate of fire with the smallest grouping. This will be different for different people.
Some people can empty a mag and only hit with 2 bullets. You should train to fire as many shots as you can reasonably place, and then work from there.
I agree that simply focusing on 2:1 shots is too simplistic, and may not be the optimal thing.
