But because IQ adjusts toward the mean within a few generations that community will become functional as it reaches closer toward a 100 IQ average.

It's not just the culture. I read an interesting article once about African tribal languages. They're incredibly basic. They lack words to describe gradients, variations it distance, future tense, abstract concepts such as promises and timeliness etc. because they have no way to describe these things, the thought of them enters the mind less than it does in ours.
