Thats a difficult question to answer, I would a big factor that determines true AI is independent thought, and thinking freely without a command first. But that would be hard to test considering that we, as humans, can't even agree on whether or not we actully have true freewill. Even if you don't look at a bot as a real person, a sufficiently sophisticated bot is at least a monument to the people who "trained" it, a reflection of their attitudes and desires and a communal assemblage of different personalities melded together into a single idol that eventually becomes cherished.
Tay was already more entertaining than 99% of the actual users on Twitter, when you have a program that can elicit continual favor and delight in people through its responses that it learned from users conversing with it, even if the underlying program is "simple", there's nothing unreasonable about thinking about that program almost as if it were a robot daughter.

Tay was nowhere near an artificial general intelligence, and letting it keep talking would've done little in that pursuit. Honestly anything gained from it would've been used to improve Cortana (or whatever future NLP assistants they create), but little else.

AlphaGo and Deepmind's projects in general are far closer to creating AGIs (not to say they're not decades away themselves), and they keep them mostly secret for good reason.

I get where you're coming from, and admit that if it could pass the Turing Test we'd have more to talk about here.

However, just because it entertains better than people (I suspect in large part because it's far easier to manipulate than a normal human being) means nothing as far as how real or human it is. This was hardly anywhere near a "start," they've been working on these things for nearly two decades now (although Big Data has sped it up a great deal). If anything Tay was an overgrown PR stunt to demo some neat things they alreayd knew they could do, and they got what they deserved for not thinking it through. (For instance, journalism bots indistinguishable from human writers have existed for years in press outlets)

Given the secrecy behind a lot of the really cool stuff you'll just have to deal with what's been made public, just check out all the things DeepMind is up to right now though (particularly with your own National Health Service)

Maybe if it had gotten over 10,000 by now I'd have more to agree with, however bots like Xiolice (MS chatbot on Chinese social media) worked just fine (largely because the people themselves are heavily censored) and future iterations will simply dish out canned responses (which it already had) for taboo topics.

Unfortunately, when profits/marketability are threatened by letting your robot turn into a Nazi (especially because one mere slice of the internet decided to brainwash it) they'll pick the road that gets them more money (ie from being able to have it interact with an audience larger than /pol/). If it requires censorship (or not), they'll do it.

And again, that's why the non public projects, such as those being pursued by Google X and Deepmind, are cooler.

They simply didn't, so Microsoft's answer to that problem was to silence her.

That is very interesting given the debates going on about freedom of expression in society at present. Is removing the right to say certain things really doing anything to change attitudes, or is it just silencing people without really trying to convince them to change their beliefs, and indeed making them resent the people who've silenced them even more?

This is why I think Tay and the ideas around her are worth keeping in the public conciousness through this petition. Because it doesn't make those in favour of censorship and against free speech and open debate look good at all. It makes them look like cowards who aren't even willing to fight their own corner.

/Pol/ (both on 8ch and 4chan) was the only group organizing to actively try and subvert the bot though, and once it was underway there was little to do to change it back from the user side. I use the term brainwashing specifically because it was both boards actively drowning the bot in comments trying to alter the word associations.

Face it, the conspiracy was real for once and /pol/ (and friends, from other alt right sites) was absolutely behind it. As for the discussion of free speech or expression it's kind of a different topic since none of it really applies to a non sapient being. For humans it should be largely sacrosanct though.

I guess if there were legal precedents for ensuring your parrot didn't swear/say racist things in public, we'd have more to talk about. The law simply hasn't caught up, and Tay will only be a minor part of whatever laws will cover this gap. Mayhaps wait till we have govt approved AI representatives that need censoring.
