No. If it every became independent, Russia natives would suddenly have to deal with Buryat and Tuvan, and few other minorities ethnonationalism. Also, the Chinese would have a serious interest in making sure it didn't go western so they might co-opt the country, maybe encourage Han migration, or at the very least assist said ethnonationalist movements.
Also, non-white fertility in the far east is pretty respectable, and better than Russians.
if russia doesnt take sibera, someone else will
