I'm going to expand on this. They are very expensive in terms of opportunity cost. A masters will take 2 years and you're going to pay for it unless you somehow jew the uni out of it. A PhD will take about 7 years, during which you'll have bachelors/masters degree qualifications and be making minimum wage salary. That's effectively 5-7 years of good income just taken off the table. An American doesn't have the same benefit as a foreigner because they will be making good wages compared to their home country (they're not coming from Europe) and they have one of the easy pathways to citizenship or resident status. It also leads to situations where American students look like idiots because they're starting grad school when they're 23, while China or India will be sending guys who are in their 30s and already have tertiary education from their home country.

I was in a phd program at an Ivy school, and at least on the STEM side, most phd programs are funded and paid 100% by the school, so it's not a cost thing. What I really saw was professors from different countries stack their phds with students from their home countries. Seeing that there are fewer and fewer American professors, Americans compete over less of spot for a phd.
