I think that Veidt was smart to try uniting humanity by introducing an (apparently) other-worldly threat. However, Dr. Manhattan implies that Veidt's plan won't keep humanity in check in the long run, and I also doubt that such a plan would work, so no I don't think he's "right." It also makes me question Dr. Manhattan's motives, since even though he says several times that he doesn't care about the affairs of humanity, he still kills Rorschach in order to let Veidt's plan go off.
That was really the only problem I had with plot and character motivations in Watchmen. Speaking about the comic, though. I saw the movie, but wasn't too impressed.

In the black-and-white sense of justice Rorschach, he was wrong. He was committing mass murder and lying to the people about who did it.
When things aren't grouped as good or evil (right or wrong), it was the best solution available as nobody could come up with a better solution.
It's not fair to ask if he was right since the point of this moment was to challenge the ideas of what is considered right or wrong.
