They're is 100s of Jihadist groups outside of ISIS, Al Qaeda, and the Taliban many big names like Al Shabab or Boko Haram or Hamas or Hezbollah or Muslim Brotherhood.
We don't have accountability of every single person who is a member, those are intelligence estimates also what is more worrying are the amount of people who are not members but are sympathetic or supportive. Groups like ISIS, Taliban, Al Qaeda could not exist, hold land and recruit without having a large population of Muslims who are willing to look the other way and allow them to exist.
Numerous Islamic governments exist that follow Sharia law and do the same thing as ISIS but are seen as legitimate governments and not as terror groups like Saudi Arabia.
If only 0.1% of Muslims are a part of a terror organization that means that 1 in 1,000 muslims are terrorists, so when you import 1 million into your country you just imported 1,000 terrorists or potential terrorists in.

A lot of muslims don't follow what Islam says. In Islam alcohol, music, and art is considered haram, yet most muslims do all of those things. ISIS follows it much more closely.

You still don't understand. ISIS s not a real problem they are just a grain of sand to whole lot. The problem is muslims in large communities. They slowly start to pick away the original values of the recipient country and replace them with their own values. And in Western Countries with sophisticated culture it has a similar effect to strong acid. Extremely corrosive. Once they bite themselves through the outer layer of the social safety net there will be nothing to stop them. The root of the problem is that Islam not just a religion but complete law system which is incompatible with western values. Islam is not compatible with the west, there I said it, and ISIS is just the show room what can happen if larger populus of muslems get radicalized.
