That's the point.
The point of guerilla warfare is not to win, but to make it extremely difficult for any army to hold onto an area, so much so that after 10-15 years of fighting they'll give up.
Just like what the soviets did and the insurgents regained control over Afghanistan until the U.S invaded. Now that the U.S is slowly backing out, the insurgents are regaining control in some places.
