Well the german eastern front got rather out of hand from german leadership. While they might have not ordered a "brain drain" on poland the individual devisions/troops/soldiers surely fucked up big timeon occasion.
At least the Wehrmacht had an honor codex to be followed and civilian raping soldiers were shot on sight by fellow solderis. The SS however... different story.
