There's nothing wrong with this, it helps people think in a more abstract way about numbers. Just intuitively doing additions doesn't teach you anything about math.
We commonly use a base-10 system, and these exercises are built around making that explicit.

Personally my "off the top of my head" mental process would be "28 is close to 25, 103 is close to 100, the difference is about 75", all of that would happen in a fraction of a microsecond to me, 75 seems completely reasonable and I'm actually pleasantly surprised on spending an extra half-second actually doing the math that it's the exact answer. It's not needless, and it's not complex. There are additional steps, but each step is simpler in of itself. You teach kids to tackle more complex problems by breaking them down into easily digestible chunks. The sooner you get them into that mindset, the better, because eventually you will face math that is beyond intuition. If, however, by that time you are used to tackling problems using a succession of simple algorithms, you will have zero problems.

You have to compare several European countries altogether whose combined populations equal that of the US if you want to be fair. Well, we just call it time, but the US calls it military time. After midnight (00) it goes to 01, 02 etc, until it reaches 12 again and continues with 13, 14, etc. Normal time, but not in the analogue format. If you have a bad teacher, it doesn't matter what system you use, you will turn out mostly innumerate children. The old system was certainly doing so. I don't fault them for trying a new system to try and get some improvement. "Making a ten", for example, is not a bad way to do additions. If the kids are made to understand it, it will enable them to do additions just fine.
We'll see how it shakes out. Probably, there will be no effect: the rich will still have good teachers who are able to explain the logic behind "making a ten", and the poor will be taught to ape answers to the test.

When I was a public school student about 10 years ago I was picked to be in advanced math classes and we were taught by people with math degrees. Autism was kept at the minimum. I lived in one of the best school districts in my state though. If you lived in Bumfuck, Alabama then you would be taught by someone who scraped through an education degree and doesn't know anymore about mathematics than the little kids they're teaching. I don't think it's as comprehensible as the good old table we were taught where the ones and than the tens are added together.
You try to get the first number to a nice round number. So from 12 to 20 the difference is 8. Than you add the 12 and the 8 and you get 20. Now you go to the next nice full number which is 30. From 30 to 32 the difference is only 2.

I've had this conversation with eductators, and they by-and-large agree:
Common core (in and of itself) is not a bad concept, as it corrects a terrible inequity in standards from one state to another, as in educational "success" was measured by arbitrary standards so that a state could show that it was doing well, and still be lagging dismally behind others in direct comparison. Common core sought to bring a unified standard to the table.
Where it went wrong was with the textbook companies determining the methodology to teach to that standard. Since demographics vary so broadly, the problem was how to get everyone to the same level, and it was decided that lowering the bar alone wasn't enough, so different ways of teaching had to be implemented. Basically this is a scatter-gun approach to math. The examples are indicative of a handful of different ways to teach the (classically internal) processes that people have always used, in a way that people who don't "get" logic may grasp. The hope is that one of them makes sense, and therefore the student will finally be able to proceed forward to higher mathematical concepts.
So the end result is that a method that may be effective in remedial math is brought into the mainstream classroom. Since it's shoved through so quickly, the lagging students don't get it, and the ones who already understood math are confused.
It's a national catastrophe, and it shouldn't have been, but we're too scared of "das raciss" to separate into ability-based classes and teach in different ways to students with different levels of intelligence.

Take the last 2 digits and add them together. Take the first 2 digits and add them together. Put numbers together. Okay? Good.
Than this:
15 can be separated into 10 + 5. 12 can be separated into 10 and 2. The old way is a form of the associative property. Although you can split 15 and 12 any way you want, they're specifically taking out the ones digit. They then add the single-digit numbers and the remaining number.
Due to the associative property, you can add the 4 numbers any way you want. Let me show you a few examples.

Desegregation was pushed by those who felt that black students couldn't perform to the same standards as white students, so the entire curriculum was dumbed down to try and keep them from failing. What happened at the ground-level was that blacks revolted against education in general because they lost the "black schools" of which they were quite proud (and which actually produced productive citizens), and started teaching their kids that they didn't need the "white man's" education.

I used the method without ever realizing other people were using it. Now kids are being drilled and tested on it - instead of picking it up on their own and moving on. Where 20 years ago US schools were preparing children for the 1970s, those same schools today are preparing children for the peacetime soldier lifestyle.
Why? It helps foster dependence. Just look at every single one of these photos in any thread about common core - every single part of it is more about listen&obey than it is about the actual subject being taught.
