If you're going for Irish then UCD is your best bet, they're in the south east of the city. Trinity would be a good second choice but they're right in the centre of the city and it's always full of tourists.
Learning Irish at university presupposes leaving certificate level Irish, so as a fresh learner it wouldn't be for you. If you're interested in learning it I'd contact Conradh na Gaeilge, you can find their info on Google. They're the Gaelic League, the best organisation for information about the Irish language. I learned it at school and went to the Gaeltacht but that won't work in your case.
