Can't really apply a tourniquet to a neck, you'd have to apply pressure with a rag. Not sure if you can event elevate vital organs above the wound in this case, as you'd do with most deep stab wounds....
It really comes down to what type of IV/blood supplies they'd have on him and how fast they could secure the wound.
Running around and squeezing your stab wound doesn't really help his survival chances, just makes the blood spurt out faster.

True. A straight-razor cut on the wrist is much more managable than a serrated blade, for instance.
Only big exception I know of is if it is an injury that pieces the lung, as you have to basically hold the wound closed(in the case of a square, say with an I.D badge as the "band-aid") on only 3 sides, and allow 1 side to become a place for blood to expel so that a person doesn't drown in their own blood.
