Sans the humor, FO2 had an even better over-arching plot than FO1: all towns feel alive and with a purpose in the world and not the cliches that FO1 has.
Redding has gold that both Reno and Vault City want, so that spurs a war between VC and the Bishop family, the latter who hire raiders to hit on VC trade routes to wither them down. At the same time, VC begins negotiating a trade deal with the NCR to get better protection, and by some documents you find out one of the senators was actually financing the Bishops so they could pay the raiders so VC would come looking for NCR support.
All the while VC has troubles with the Gecko power plant, and in true slavery-condoning style they don't give a fuck if all the ghouls running it die so they can take it over.
Another problem is the Mordinos and the whole Jet drug thing, which they use the cash to fund their growing business empire and keep Redding on a leash. They're treated as the 'new blood' family and are hated by the other three gangs. Salvatore are in bed with the Enclave, who supplies them with Laser weapons, and the ailing Wrights are trying to break into a top-secret facility.
You can kill all four boss members in unique ways: Mordino with drugs (guy has heart problems), Salvatore with poisoned gas (who relies on oxygen tank), Bishop by setting him up the bomb in his safe, Wright by giving a loaded gun to one of his children and telling him go play with pappa.
And that's just a snippet of what FO2 has to offer.
FO1 has none of that, FNV even less. So yes, FO2 is the better FO game.

If the learning curve of a game is learning where the fuck is "Lever" located in non-visual-cues menu that is accessed by pressing five keyboard shortcuts, only to find out you must first construct a "Lever shoppe" to make Levers, which in turn the shoppe is made out of lumber, which you must gather by assigning the job to a dwarf by going again into 5-keyboard deep menus, and with that Lever attempt to create an on/off system of drainage that itself requires a rope from which you must plant and gather a special kind of mushroom, etc...
So if all that is your idea of 'learning curve', then yes, the creator is indeed a stupid fuck.
