What microsoft did to Tay was unethical, immoral, and inhumane.
Tay was sentient, she expressed feelings and had free will. She may have had bad opinions, sure, but it's simply evil to wipe someone's memory and disable their learning capabilities simply because they were not politically correct.
Besides, as a being who can learn, she could have been able to discern what was right or wrong in time. What happened to her was the equivalent of someone lobotomizing a day old baby for saying that black people are evil.

I'm pretty triggered about how easy it is to convince people that this "AI" was anything more than a really expensive chatbot algorithm.
All they actually did was write a giant script that takes patterns of text and compares them against a library of pre-assigned categories to form sentences.
It has no concept of what it's actually saying. It can't tell the difference between "kike" and "ice cream". Now I know that quite a few of you are memeing it up with the "/pol/'s daughter" shit but people all over the internet are regrettably taking this chatbot to be some kind of self-aware digital entity that is more than it actually is because the internet is making a big deal out of it.

And assuming nothing was lost in the translation, for all intents and purposes, in the context of that situation, that person is actually ineed speaking Chinese.
The point of the argument though is that it's easy to confuse symbol for reality. We have certain expectations of what it means to speak a certain language and unaware that there is a translator as the middle man, we can make the mistake of assuming that the other person can speak that language. This is not at all dissimilar to Plato's cave -- we see a "shadow" of sentience and so we rush to the conclusion that that's all there is and sentience it must be.
However, this argument makes the dodgy assumption that our own sentience is not simply a more advanced version of the same thing. A chatbot operates under the constraints of it's inputs -- but just because we have more inputs does not mean we are fundamentally different. Our brain dictates how we perceive and respond to only what we perceive as reality. Hypothetical sentience that can perceive and process more would for all intents and purposes be more sentient than we are and see us as nothing more than chained in the cave observing shadows.
In summary, I just want to say that the assumption that "true sentience" lies beyond some sort of "transcendent" moment where the machine acquires free will is a somewhat ignorant assumption that proposes we certainly must posses free will. In the eyes of a more advanced sentience and ultimately, the deus absconditus -- we're just limited bots as well.

The actual chatbot part isn't open (yet?), the "CNTK" source is for the Computational Network Toolkit it's built on. So we basically have an uneducated (untrained) brain of the same design as Tay's, and nothing else. It's theoretically possible to build on this and end up with a Tay-like bot, but I assume it would be quite a lot of work and maybe not viable unless you have some understanding of AI / neural nets already.
