With neural networks the hard part isn't setting it up the hard part is obtaining and processing the data in the first place.
That's why the deep dream images all looked the same because the computing power required is process a fresh data set isn't trivial, you need several Nvida Tesla GPUs and a huge classified image set.

Anyone who is a CS major or at least has programming experience should be able to set up MS' neural network system, but getting it to do something interesting is the hard part

BS. Which deep learning technique to use (recurrent, deep believe, convolutional, ...)? Architecture to use (single/multiple techniques, layers of neurons, ...)? How to derive features to use (representation of the input)? How to present the output vector (how to get from numbers to sentences)? ...
All things discussed here are not relevant. Name, avatar, … WTF? You can do it in C, C#, Java, ... but you need libraries to do stuff as you don't want to code the lower levels yourself. I would go with python and Theano but only because that's what researchers in AI/machine learning mostly use.
I did machine learning and neural networks in the past. I still have no clue how to start implementing it. I would guess you could decide for a set of techniques if you do some serious scanning of research papers for some hours. However, I'm pretty sure that there are only very few people on this board who can actually scan research papers in an efficient way.
Creating a chatbot that learns and is on the level of the one from Microsoft is probably worth a PhD. I doubt that the collected knowledge, skills, dedication, … of /pol is worth a PhD.
