Pharmacist here. Brother, I've seen his plan for health care.
#1 it implies you can serve every one for 4k a year, which is completely laughable. Even more so since people are more inclined to get medical care when it's free
#2 the formularies and procedures covered are total shit
You basically end up eating the tax and then buying private insurance any way (which by the way will be more expensive) if you honestly want to live past 50.
As for education, it's pretty common sense that if every one has free access to a degree you will further dilute the value of said degree.
Our parents could just get C's with a bachelor's and get a job. You cannot do the same today.
This will make the problem worse, and again, he's budgeting under the assumption of current attendance rates instead of under the assumption that EVERYONE would be able to go.
He also assumes that he won't drive these corporations away to tax havens (which is already happening.)

The intrinsic value of a degree is the expected increases in future income as a result of obtaining said degree.
Essentially, you're forfeiting current income (and incurring a direct cost) with the expectation that your future earnings will be higher than they otherwise would have been had you not attended university. If you remove these indirect and direct costs, then the demand for college education would skyrocket, resulting in more and more bachelor's degrees being handed out by diploma mills.
If you flood the job market with 4-year degree graduates, then those degrees become less and less valuable, because they do less to differentiate you from any other prospect. They would essentially become the new HS diploma or GED, and you would then basically be required to go on to graduate school or a professional program in order to stand out.
