I was paid by the government, along with hundreds of other contractors, a non trivial amount of money to get an old barracks up and running for some evacuees. When they arrived, they were a few hundred on busses. Man, they had the stink. Most of them were plucked right from the water and put on a bus to Denver. That shit must have been horrible. Welp, anyways, they moved into the barracks, lived there for about 2 weeks, then went somewhere else. Then the government boarded the building back up, to once again let it fall into disrepair. So the next time this happens, they can pay hundreds more contractors a small fortune to get it ready again.

I was in Louisiana during Katrina, I was at school at first, and they all came to our school and stayed for a while, they all lied about their grades and eventually claimed they were already graduated from taking advanced classes after they found out their schools were destroyed from flooding and the computers+ physical paper files recording their grades were lost.

Yes, these happen once in a while. 100 years ago, there were category 5 storms making landfall. Katrina was only a category 3 on landfall. But many of them, while poor and ignorant, aren't violent. They just don't know any better, and with the educational system where it's at, I can't blame them.

As for being paid extra
They were on State Active Duty and eligible for Imminent Danger Pay (doesn't mean they were awarded such):
Soldiers may receive either IDP or Hostile Fire Pay (HFP), but not both. If not on official duty in a designated IDP area, the appropriate commander must certify the Soldier's eligibility for Hostile Fire Pay (HFP) under the following conditions:
Subjected to hostile fire or explosion of a hostile mine, or
On duty in an area in close proximity to a hostile fire incident and the member is in danger of being exposed to the same dangers actually experienced by other Service members subjected to hostile fire or explosion of hostile mines, or
Killed, injured, or wounded by hostile fire, explosion of a hostile mine, or any other hostile action.
Hostile Fire is awarded in combat zones.
In addition to Special pay:
Summary:
Special Pay is additional monthly and/or annual pay given to eligible active duty Soldiers who perform certain specific duties, serve in specific geographic locations, occupy specific Military Occupation Specialties (MOS), or are given certain specific assignments.
Now if they weren't handing out IDP they may have been paid Hazardous duty after the fact by a Louisiana law.
They also accrued leave during this period which is a big deal because National Guard train ups for mobilization (to Iraq or Afg) are frigging months long and being able to take extended leave because you earned it is bretty sick.
