Except there's been a clear anti-Russian sentiment starting in the West. What with people claiming Putin is using the migrant crisis as a weapon, The whole Ukraine deal (a revolution started and supported by the US), Russia cucking the US and Israel out of Syria, etc.
Small stuff like this propaganda bit go a long way to shift public views on a matter in the long run. Most people who see propaganda never bother checking its sources or validity and will just go along with their lives, with their opinions slightly changed. Trying to convince them otherwise afterwards will just end up with them either ignoring you due to cognitive dissonance or thinking you're some crackpot conspiracy theorist.
It's easier to fool people than to convince them that they have been fooled.
