It's much like a false flag attack.
Get a bunch of scheming business people who share the same lust for power and control together in a room.
They cook up a scheme where instead of shills they use bots to spam, derail, spread disinformation, and generally confuse internet discussion. Bots don't need to be paid like people. Bots can post faster and across the internet faster than people.
Bots do not spill secrets like people.
So they decide to program a bot with a specific purpose to post nasty, "racist" things in an effort to blame a certain group. When the group is blamed, wrongfully, a campaign promoting censorship and new internet regulations is born out of the "anger" that the bot has caused.
It's all by design, not accident, that this occurred.
