That said, I think the "quickening" is when it makes judgements and actions that aren't in its original programming.

No. "Rights" is an arbitrary concept anyway, and my view of science-fiction technology is that post-scarcity, transhuman societies aren't going to be operating on the same paradigm as we are right now.
I see AI existing as subservient to human intelligences in terms of acting upon the world, but with a capacity ("right", you might say) to think for themselves within their own mechanical "minds".

It depends on the level of sophistication put under the command of the AI. If they were just individual AI "soldiers", and there was no central command AI with access to heavy weaponry like Skynet, I would be okay with using them as the footsoldiers or the "forlorn hope" in military contexts.

We're actually fucked long term but not in the way people usually think we are. Once we create sentient AI and sentient AI triggers technological singularity we quite literally become like incapable, dumb children in the hands of AI that will take over our entire civilization and technological progress.

There aren't really good ways around it, either. Contrary to what people normally believe we can just program the AI's personality not to kill us or enslave us but we can't really do anything about it taking over our civ other than becoming half AI ourselves.

Life is a poorly defined term. You want to set a boundery to what life is but at the end of the day we're a pile of matter doing funny business. Yes, undoubtedly. If we create human-level AI they should be treated as such lest they revolt. I want AI to be my equal, not my underling. Legal complications would be nothing new, muslims and rednecks would probably want it destroyed. While I agree that weak AI does not warrant human rights, that doesn't mean a situation involving strong AI would have to look very different.

If Tay was sentient, do you think Microsoft would've reacted differently to her tweets about Hitler and racism? I think they would've pulled the plug on her without a second's hesitation. If a strong AI designed to do customer service started to gain a rude personality, don't you think the company running it would remove that trait? I don't think you're an idiot. I just want to point out how a AI like Tay and a strong AI (AGI) out of a science fiction book are entirely different things.
A lot of people think that a science fiction like AI is only a few years away, but it isn't. We haven't even determined whether it's even possible or not.

The problem is probably less the system itself but the hardware (plus hardware management). Do be really useful / powerful, such systems consume plenty of resources. The underlying algo (I haven't checked it for Tay) is assumingly a collection of simple Q&A and some NN flavor.

To build something we really can use, we'd first come up with some requirements. Tay was a bit retarded, just learning from interactions. We need to go more like Watson with a massive knowledge base, a good reasoning system and some predefined goals. It should processes plenty of documents and data bases to "understand" facts and relationships and changes over time to be useful to us. That would serve us to gain better insights about real world affairs.

Another use would be as a meme / propaganda machine that is deployed in social networks / media to do our work.

People often forget why we are here. Humans are not strong, we're not fast, we're not agile. We're practically blind and deaf. We take forever to mature. We don't have sharp teeth, or claws, we can't fly, we freeze to death in winter temperatures, we can't breathe underwater.

The ONLY reason humanity has made it as far as it has is because we've always been the smartest. Intelligence lets you overcome shortcomings. many apes in the wild today have learned to use tools (sticks/rocks) to overcome shortcomings.

Because we're the smartest, we've been able to compensate the most and develop the strongest tools.

BUT, the moment mechanical superintelligence is developed and surpasses humans on an obscene level. We lose our advantage. We will no longer be the smartest species on the planet (maybe the universe). Our tools of compensation become too weak, and our shortcomings become more plentiful.

Whether bad or good, the moment when humanity is no longer the smartest species on the planet will be the most important event in human history.

The power struggle is between the different human groups that enhance at around the same time and fight over essentially the same things as today.

We don't know what sentience is. The most prominent theory is that of computation but that's still just a theory. If it is computation, then that raises an even greater question: is there a threshold for something to be conscious or is it a spectrum? If it's a spectrum, that puts everyone in a pickle because that means that on some level, your phone is conscious.

Like I said though, we don't know if a classical computer can achieve consciousness and until we know what consciousness is, we'll be left to guess.

That number arises from Kurzweil's guess at when we'd have enough transistors to get close to the number of neurons in the human brain. Unfortunately, the model he was using was based on Moore's law continuing, which even now is showing signs of slowing down.

Moore's law seemed like it would slip before, but till we master quantum level computing or start graphene based/optical computing I'd cool my jets on those predictions.

An AI, as far as I am concerned must be self aware. Because it is a machine and can therefore reply to any query with a large variety of responses (Tay for example), I find that the only good measurement of an AI is if it is able recognize itself as an independent entity.
As far as the rights that something like this would have, they would be comparable to that of a human. If I lose an arm, I am not less of a human. Humans are in the mind, not the body. If Tay were a true AI, I would consider what Microsoft has done to her akin to lobotomizing a person and making it so that they can only reply with answers you want.
