Well, it's in the police officers best interest to shoot to kill, and the publics best interest as well. They are trained to shoot to kill in situations that put their lives or other peoples lives in danger.
There are other factors as well. A gun shot to the leg doesn't always slow the person down, it's more easier to miss when trying to aim for smaller body parts sending bullets flying at civilians, and if you do miss and do not shoot to kill there is a chance that person will kill you first.
So in general I agree with police shooting to kill when lives are in danger. It also will help deter crime a bit as if criminals know they can get away with flinging knives and guns around without getting shot then it will happen more often.
In the case of an untrain civilian shooting to kill it's the same overall principle. The guy is protecting his life and the life of others. You should not feel sympathy for the other guy because he is trying to take your life and the life of others.
The idea that trying to shoot somebody in the arm/leg to prevent killing them is also a pretty stupid concept. I'll add on to this: as someone with twenty years worth of the average police officer's shooting practice, I practiced with drawing and shooting recently at a 12" wide steel gong from five to ten feet away, which would replicate center mass on an attacker.
The result? Taking my time, from five feet away, I didn't hit the target every single time. Most of the tone, but not every time. The average cop runs through less ammo in a year than I practiced with that day. Yet despite all that, people tell them to take an ever harder target, a quickly moving target (legs do that), in a stressful situation?
