The demographics of Georgia, especially in the suburbs of Atlanta, are changing but minorities here don't vote. Gwinnett County is one of the largest in metro Atlanta. Whites are a minority but still hold every single county political office because whites are the ones doing most of the voting. Meanwhile the City of Atlanta is getting whiter every day... but with white millennial liberals instead of older white conservatives. So change is on the horizon but won't happen this election. Millennials and minorities simply don't turn out in high enough numbers to make a difference.
In recent years the diversity in the state legislature has been reduced instead of increased. Whites are still firmly in control of the state. Maybe next year when a white wins the mayorship of Atlanta and whites become the majority of the city council, other groups will start getting their shit together and organize but for now, old whites are getting more and more power even as their numbers decline.

Nate Silver generally doesn't make those predictions. They are forecasts based on polling trends, a direct statistics analysis of polls. If asked, he would definitely say he expects Trump to win Arizona, for example.
When you see something like "X has a 99% chance" and it doesn't happen, that means the polls were not only incorrect but the result was a statistical outlier.
