To get down and plant a bomb at the area that would cause the most damage, they or the director would need to get through the following:

That's to get through the front door. Then theyd need to gain access to the main reactor area itself, which will be restricted access and the director wouldn't require access down there so probably wouldn't have it. Any entry into that area would require at a minimum, an authorised permit plus a buddy. You wouldn't be allowed in there without a rad suit and you sure as shit wouldn't be allowed anywhere near it with a backpack.

Now, assuming you've managed to defeat all of that, you would need enough explosives to damage a reactor that is designed to survive an impact by a commercial jet.

My other speculation was that they were planning to kidnap the plant workers families in order to force them to procure radioactive materials to use for dirty bombs, which would add a greater practical effect to their terror bombs. Haven't seen that in the press reports though.

The Fukushima Reactors were built in the fucking sixties. The danger was known but TEPCO covered it up and Japanese culture is to submit to authority without question.

Chernobyl and Fukushima were both preventable accidents.

Chernobyl occurred because the soviets stuck inexperienced operators on to do an unnecessary experiment and they let the reactor run wild, until they stuck the control rods in (which, due to the ancient shitty reactor design, resulted in an increase of the reaction, until the control rods melted and could not be fully inserted). Fukushima happened because the plant is ancient and TEPCO had lax oversight from the Japanese government, dismissing multiple warnings that would have prevented the accident.

A shitskin extremist worked in a Belgian nuclear power plant no questions asked. He had access to the place right up until the point where he left to fight in Syria.

Seems pretty plausible that they would have had knowledge how to cause some serious damage, if they had been in contact with this fucker.
